The Basement Flooding Grant Program

The City of Toledo’s program helps homeowners fund work that stops sanitary backups — the application names backwater check valves as the primary focus, alongside standpipes, sump pumps, and related plumbing modifications. The formula: 100% of the first $1,000 plus 50% of the next $1,000 (maximum $1,500), or $2,000 at 100% of cost for Homestead-exempt and HEAP/PIPP households. Grants are not repaid. Requirements: the City must verify a public sanitary backup at the address, two written quotes, and work by a registered contractor. Who Owns What

The City maintains the public mains; the lateral from your house to the main is the property owner’s responsibility to maintain and repair. The grant funds prevention equipment after verified public-side backups — it does not pay for lateral repair, which is why knowing your own pipe’s condition (camera page) is the owner’s half of the bargain.

Contractor Registration

Toledo Municipal Code Chapter 1311 requires building-trades contractors — plumbing among the named classes — to hold a certificate of registration with the City, administered through the Division of Building Inspection. The credential to ask any bidder for: registered with the City of Toledo, current. (Ohio’s state plumbing license is a commercial credential; residential work is governed locally — so city registration is the universal check here.) Every referral we make meets it.
